The European Union has finalised a sweeping set of anti-dumping duties on cold-rolled coil (CRC) imports from India, Japan, Taiwan, Turkey, and Vietnam, marking one of the most comprehensive flat steel trade defence packages assembled by the bloc in recent years. The new measures layer on top of existing duties targeting Chinese and Russian CRC under Regulation (EU) 2016/1328, effectively closing the European market to competitive duty-free supply from the majority of the world's significant CRC exporting nations. The investigation, initiated following a formal complaint by Eurofer, the European Steel Association, covered the period from 1 July 2024 to 30 June 2025.
The complaint alleged that below-cost CRC imports from the five targeted countries were causing material injury to EU domestic producers. Under EU trade defence rules, the complainant must represent more than 25 percent of total EU production of the relevant product to meet the standing threshold required to open a formal probe. Definitive duty rates were calculated using the EU's lesser duty rule, a WTO-compliant methodology under which the applicable rate is capped at the lower of the dumping margin or the injury margin.
The practical effect is that duties are calibrated to eliminate competitive harm rather than to penalise exporting producers. Indian exporters, including JSW Steel and JSW Steel Coated Products, receive the lowest uniform country rate at 9.5 percent, with Tata Steel listed as an annex company at the same level.
Turkey presents the most differentiated duty structure among the five targeted countries. Borcelik Celik Sanayi Ticaret receives a rate of 9.7 percent, while Tatmetal Celik Sanayi ve Ticaret benefits from the lowest rate across the entire measure at 5.6 percent, reflecting a calculated dumping margin that falls below even its own injury threshold of 17.7 percent. All other Turkish importers face 9.7 percent.
The Erdemir Group, Atakas Celik, Yildiz Entegre, and Gazi Metal are listed as annex companies. The new measures coexist with the longstanding 2016 framework that imposed duties of 19.7 to 22.1 percent on Chinese CRC and 18.7 to 36.1 percent on Russian material. With those existing instruments and the five new sets of measures combined, the pool of duty-free origin countries capable of supplying European buyers competitively has contracted sharply.
Legal enforceability of the new duties begins from the date of publication in the EU Official Journal, a procedural point of significant commercial relevance. Retroactive duties were considered during the investigation but ultimately not applied, meaning the obligations attach only from the publication date. Until that moment, no legal payment obligation exists for importers, regardless of how widely the investigation outcome has been reported.
Market pricing has been responding to regulatory uncertainty throughout the investigation period. Structural factors are amplifying the regulatory impact beyond the direct duty burden. EU mills have simultaneously prioritised hot-dipped galvanised steel production for its superior margins, reducing the available domestic CRC supply base.
The EU's Carbon Border Adjustment Mechanism (CBAM) is also increasing the landed cost of imports concurrently with the anti-dumping measures, compounding the burden for non-EU exporters. Safeguard tariff-rate quotas operating in parallel with anti-dumping duties create additional quota exhaustion scenarios. For Indian exporters specifically, research published by climate think tank Sandbag in August 2026 assessed that India's overall CBAM exposure across all covered product categories could reach approximately 762 million euros by 2034 using national average emissions values, with iron and steel comprising the dominant share at roughly 735 million euros.
Sandbag's analysis identified a strategic mitigation pathway through production route reallocation. By directing output from lower-emission routes toward EU-bound shipments, India's aggregate CBAM liability could fall to approximately 407 million euros, a reduction of roughly 47 percent without requiring new capital investment in steelmaking technology. The production route distinction is technically significant.
Gas-based direct reduced iron electric arc furnace operations generate approximately 1.4 to 1.6 tonnes of CO2 per tonne of crude steel, compared with 2.2 to 2.6 tonnes for the blast furnace and basic oxygen furnace route, which accounts for more than 45 percent of Indian production. Sandbag's analysis points to ArcelorMittal Nippon Steel's Hazira plant, which operates approximately 8.6 million tonnes per year of finished steel capacity and relies heavily on gas-based DRI-EAF steelmaking, as the likely primary source of EU-bound Indian flat steel exports under this reallocation approach. Downstream cost exposure extends across multiple European manufacturing sectors.
Automotive manufacturers face direct input cost pressure on body panel and structural component production with limited short-term substitution options at the required volumes. White goods producers operating on thin margins face direct profitability compression. Steel distributors and service centres holding pre-duty inventory may experience short-term margin benefits, while buyers on spot contract terms absorb the full price impact immediately.
From a geopolitical perspective, the EU measures are also responding to trade flow diversion driven by upstream protectionism in other markets. US Section 232 tariffs effectively redirect Asian CRC volumes toward alternative destinations, with Europe representing an attractive target given its market size and purchasing power. This dynamic means the EU investigation reflects the structural consequences of a globally fragmented tariff landscape rather than purely bilateral trade relationships.
Affected exporting countries retain legal recourse through the WTO Dispute Settlement Body and the EU General Court. The EU's expiry review and interim review mechanisms provide structured pathways for reconsidering the measures after five years.
