According to data from the Energy Institute's Statistical Review of World Energy 2026, Iceland leads the world with 745 gigajoules (GJ) per person in 2025, nearly three times the level of the United States. Iceland's commanding position reflects its unique energy profile.
The country's electricity generation relies almost entirely on domestic hydropower and geothermal energy sources, while energy-intensive industries such as aluminum smelting account for a substantial share of national energy demand. This combination of abundant renewable energy and large-scale industrial operations creates exceptionally high per capita consumption figures. Qatar ranks second with 717 GJ per person, followed by Singapore at 628 GJ per person.
Both economies combine energy-intensive production and processing industries with relatively small populations. Qatar's position reflects its massive natural gas liquefaction and export operations, while Singapore operates some of the world's largest oil refining and petrochemical facilities. The top eight countries show a clear pattern.
Beyond Iceland and Singapore, six of the remaining entries are major oil and gas producers with relatively small populations. Notably, not a single African or South American country appears in the top 40, which comprises exclusively nations from Europe, Asia, North America, and Oceania.

Cold climates, long travel distances, and energy-intensive resource industries help explain elevated per capita figures in North America.
For context, the U.S. figure is approximately ten times India's consumption of 27 GJ per person. China presents a different case. At 115 GJ per person, the world's largest coal consumer ranks 36th globally, positioned above Spain at 109 GJ per person.
The United Kingdom at 90 GJ, Italy at 94 GJ, and Switzerland at 98 GJ all fall below the top-40 cutoff established by Bulgaria at 104 GJ. The metric itself warrants careful interpretation. Total energy supply measures all energy entering an economy, including fuel for industry, power generation, and transport, before conversion losses.
It reflects economy-wide energy use rather than household consumption or individual personal energy footprints. This distinction explains why small trading hubs and fuel exporters such as Singapore and Qatar rank above the world's largest total energy consumers. South Korea ranks 11th at 251 GJ per person, while Russia places 12th at 217 GJ.
Australia follows at 13th with 205 GJ per person. European nations feature prominently in the rankings, with Finland at 190 GJ, Belgium at 187 GJ, and the Netherlands at 173 GJ. Among advanced economies, France ranks 26th at 135 GJ per person, Germany 33rd at 120 GJ, and Austria 32nd at 120 GJ.
Japan and Hong Kong both appear at 29th and 30th positions respectively, each at approximately 134 GJ per person. The analysis underscores how energy consumption patterns reflect broader economic structures rather than individual behavioral choices. Refining hubs and fuel exporters utilize substantial amounts of energy to produce goods and fuels consumed elsewhere, explaining why small trading economies can outrank far larger total energy consumers.
