Nigeria's Critical Minerals: A Strategic Overview of the Country's Role in Global Supply Chains

Nigeria sits on one of the most extraordinary concentrations of mineral wealth on the African continent, spanning virtually every category of critical mineral that the global clean energy transition, the digital economy, and advanced manufacturing depend upon. From the tin-rich highlands of the Jos Plateau to the rare earth deposits of the North-Central belt, and from the coltan fields of Plateau and Nasarawa States to the heavy mineral sands of the southern coastline, the country's geological endowment is both diverse and strategically significant. For much of Nigeria's post-independence history, this mineral wealth has remained dramatically underexploited, overshadowed by the dominant petroleum sector and underserved by infrastructure investment.

That dynamic is now changing rapidly, driven by the global transformation underway in energy, technology, and industrial supply chains. Critical minerals — also referred to as critical raw materials (CRMs) in Europe — are defined by two criteria: they are economically essential to modern industrial processes, and they face a supply risk that could threaten economic stability or national security. Lists published by the United States Geological Survey (USGS), the European Commission, the International Energy Agency (IEA), and the governments of Australia and the United Kingdom all include lithium, cobalt, nickel, rare earth elements, manganese, graphite, copper, tungsten, tantalum, and tin.

Nigeria holds commercially significant deposits of most minerals on this list. The clean energy transition is creating unprecedented demand for critical minerals. According to the IEA, a single electric vehicle requires approximately eight times more minerals than a conventional internal combustion engine vehicle.

Global EV production exceeded 14 million units in 2023 and is projected to reach 40 million units annually by 2030. A single onshore wind turbine requires approximately 335 tonnes of steel, 4.7 tonnes of copper, and, for turbines using permanent magnet generators, more than 600 kilograms of rare earth magnets. Grid-scale battery storage deployments are simultaneously creating surging demand for lithium, manganese, graphite, cobalt, and nickel.

Compounding the demand challenge is the problem of supply concentration. China controls the overwhelming majority of global rare earth processing capacity and dominates production or processing for graphite, lithium chemicals, manganese, and several other critical minerals. The Democratic Republic of Congo produces approximately 70% of global cobalt.

Chile and Australia dominate lithium mining. The United States, the European Union, Japan, South Korea, and Australia have all identified this concentration as a national security issue and are actively pursuing supply chain diversification strategies. Nigeria, with its diverse critical mineral endowment, democratic governance, and English-language business environment, is increasingly positioned to serve as a preferred supply partner for these nations.

Nigeria's mineral wealth is rooted in its Precambrian Basement Complex — a vast assemblage of ancient crystalline rocks underlying much of Northern and Central Nigeria, formed approximately 600 million to two billion years ago. The Jos Plateau in Plateau State is the most mineralised single region in the country and one of the most mineralised areas in sub-Saharan Africa, hosting tin, columbite, tantalite, bastnasite rare earth ore, lithium, wolframite, zircon, and monazite. The Plateau's mining history dates to the early 20th century, when it was one of the largest tin-producing regions in the world.

Nigeria's critical mineral portfolio is broad. Lithium ore (spodumene) with Li₂O grades of 3.0% to 5.5%+ is found primarily in Plateau, Nasarawa, Kwara, and Ekiti States. The IEA projects that lithium demand could increase by more than 40 times by 2040 under its Net Zero Emissions scenario.

Nigerian spodumene grades are commercially competitive with deposits in Australia, Brazil, and Canada. Among Nigeria's most globally significant resources is its bastnasite rare earth concentrate, found primarily in the Jos Plateau region of Plateau State and certified at Total Rare Earth Oxide (TREO) grades of 68% to 72%. Certified pit samples have confirmed zero thorium and zero uranium across all tested samples, making Nigerian bastnasite one of the very few high-grade, non-radioactive rare earth concentrates in international trade.

The NdPr (Neodymium-Praseodymium) content is approximately 21% of total TREO, positioning it squarely within the supply chain for NdFeB permanent magnets used in EV traction motors and wind turbine generators. China currently controls approximately 60% of global rare earth mining production and over 85% of global processing and separation capacity, making non-Chinese sources such as Nigeria's deposits highly sought after. Nigeria's coltan — a colloquial term for columbite-tantalite — is found primarily in Plateau, Nasarawa, and Cross River States, with Nigerian concentrate typically carrying combined Nb₂O₅ + Ta₂O₅ grades of 35% to 55%+.

Tantalum is used in tantalum capacitors found in virtually every modern electronic device, with a single smartphone containing up to 40 such capacitors. Niobium is primarily used as an alloying element in high-strength low-alloy steel and in superconducting applications. Internationally certified Nigerian coltan from licensed operations increasingly offers buyers a more transparent, conflict-free supply option compared with material from the Democratic Republic of Congo, particularly for electronics manufacturers with obligations under the EU Conflict Minerals Regulation and the US Dodd-Frank Act Section 1502.

Nigeria's cassiterite (tin) sector has a distinguished history. The Jos Plateau was one of the world's largest tin-producing regions in the early-to-mid 20th century. Nigerian cassiterite concentrate typically carries tin grades of 60%+ Sn, meeting specifications of international tin smelters and the London Metal Exchange (LME) standard.

Approximately 50% of global tin consumption is used in the electronics industry for soldering electronic components to printed circuit boards. Beyond these flagship commodities, Nigeria's critical mineral portfolio includes lead ore at 40% to 70% Pb grades, zinc ore at 30% to 55% Zn grades (both in Plateau, Nasarawa, and Benue States), copper ore at 5% to 10% Cu in concentrate (Plateau, Nasarawa, and Zamfara States), manganese ore at 35% to 48% Mn (Plateau and Cross River States), and natural graphite at 80% to 95% Total Graphite Carbon in Kogi, Kwara, and Anambra States. China currently accounts for approximately 67% of global natural graphite mining and approximately 90%+ of battery-grade graphite processing capacity.

Nigeria's iron ore resources in Kogi State alone — including the Itakpe deposit — are estimated to contain over 200 million tonnes at grades of 35% to 46% Fe, according to the source. The IEA projects that global copper demand could double by 2040 under its Net Zero Emissions scenario, with an EV requiring approximately 83 kilograms of copper compared to 23 kilograms for a conventional vehicle. The mining industry has warned of a structural copper supply deficit beginning as early as 2025 to 2030.

Nigeria's mineral exports operate within a regulatory framework managed by the Federal Ministry of Mines and Steel Development (FMMSD), which oversees mining licences under the Nigerian Minerals and Mining Act 2007; the Nigerian Export Promotion Council (NEPC), which administers exporter registration; the Nigerian Export Supervision Scheme (NESS), administered by the Central Bank of Nigeria through approved Pre-Shipment Inspection Agents; and the Nigerian Nuclear and Radiological Regulatory Authority (NNRA) for radioactive mineral exports. Nigerian mineral exports are subject to pre-shipment inspection by internationally accredited agencies including CCIC, SGS, or Bureau Veritas. Key challenges facing the sector include infrastructure deficits in road networks and the absence of rail links from inland mining areas to coastal export ports, the dominance of artisanal and small-scale miners rather than large industrial operations, unreliable grid electricity, regulatory complexity, and security concerns including illegal mining.
