The index reflected neodymium-praseodymium (NdPr) oxide pricing at $107.72–110.72 per kilogram, dysprosium oxide at $214.50–220.50 per kilogram, and terbium oxide exceeding $1,008.75–1,017.75 per kilogram, according to the Association's reference data. The index calculation uses a 2010 baseline of 100 and derives from average daily transaction data supplied by Chinese rare-earth companies.
However, industry analysts caution that these prices should not be interpreted as unconstrained global price discovery in the manner of traditional commodity markets. The Chinese rare-earth market operates within state-directed production controls, state-owned industrial concentration, export licensing frameworks, and national-security policy considerations. This structural reality means the Association's reference prices function primarily as domestic market indicators rather than as transparent global benchmarks.
Outside China, the market structure presents an inverse problem. Heavy rare earth trades occur predominantly through bilateral arrangements with confidential pricing and specification-dependent terms. This limited transparent liquidity means pricing agency assessments may reflect only a small number of trader indications rather than a deep, executable market.
Consequently, physical availability has increasingly become the critical constraint for buyers seeking qualified material, potentially overshadowing price considerations in procurement decisions. Recent supply-side developments underscore this availability challenge. Energy Fuels' U.S. production of 99.9 percent dysprosium oxide has been characterized as noteworthy primarily because diversified ex-China supply remains severely limited.
China's July yttrium exports to the United States improved but remained constrained following implementation of 2025 controls, illustrating the persistent shortage of heavy rare earths outside Chinese production channels. The strategic pricing environment reflects specialized contract arrangements rather than universal industry benchmarks. The Pentagon's $110 per kilogram NdPr floor negotiated with MP Materials represents a contractual support mechanism specific to that transaction.
Similarly, Serra Verde-linked pricing floors of $575 per kilogram for dysprosium and $2,050 per kilogram for terbium constitute deal-specific economics rather than broadly applicable Western reference prices. For light rare earths including NdPr oxide, market liquidity remains more developed relative to heavy rare earths, with the MP Materials floor representing one transaction-specific mechanism among a broader trading environment. Light rare earths trade with greater frequency in bilateral markets, though transparency remains limited compared to conventional commodity exchanges.
Heavy rare earths including dysprosium, terbium, and holmium face substantially tighter supply conditions. Dysprosium markets remain scarce with potential for substantial bespoke premiums in specific transactions. Terbium trades in extremely thin markets with minimal publicly reported transactions.
Holmium faces similarly constrained availability through thin, bilateral channels. Gadolinium, classified as a medium rare earth element, trades in specialized, relatively illiquid markets with limited transparent pricing. Yttrium, although not technically a lanthanide, has become commercially associated with heavy rare earth supply chains.
Market participants report potential for severe availability distortions in yttrium pricing as supply constraints persist. The distinction between price discovery and policy discovery has become increasingly material for market participants. Investors and supply-chain managers must recognize that Chinese rare-earth index prices reflect state-directed market conditions while recognizing that ex-China quotations remain largely indicative rather than exchange-discovered prices.
