EU Launches Expiry Review of Anti-Dumping Measures on Chinese Wire Rod Imports

The European Commission has launched an expiry review of the anti-dumping measures imposed on imports of wire rod originating in China. The investigation will assess whether the expiry of the existing measures would lead to the continuation or recurrence of dumping and injury to the EU industry. According to Notice C/2026/5244, published in the Official Journal of the European Union on October 12, 2026, the investigation was initiated following a request submitted by the European Steel Association (EUROFER) on June 30, 2026, on behalf of EU wire rod producers.

The Commission determined that sufficient evidence existed to open the review. In its request, EUROFER pointed to unused capacity among Chinese producers, arguing that imports into the EU could increase if the measures were removed. The association claimed that the resumption of significant import volumes at dumped prices could lead to a recurrence of injury to EU producers.

The products under review are hot-rolled bars and rods in irregularly wound coils, made of iron, non-alloy steel or alloy steel, excluding stainless steel. These products are currently classified under 15 CN codes, ranging from 72131000 to 72279095. The likelihood of continuation or recurrence of dumping will be examined over the period from July 1, 2025, to June 30, 2026.

The injury assessment will cover trends from January 1, 2023, through the end of the review investigation period. Interested parties may submit comments on the request and on the initiation of the investigation within 37 days of the publication of the notice. Under normal circumstances, the investigation is expected to be completed within 12 months and, in any case, no later than 15 months.

The review comes as the EU applies its new trade measures for the steel sector. Eurometal reported that Nippon Steel Slovakia management, in meetings with European Commissioner for Trade and Economic Security Maroš Šefčovič, noted that the new tariff rate quota (TRQ) regime, in effect since July 1, should help return import market share to 2013 levels and increase capacity utilization in the EU steel industry.
