Pakistan's National Tariff Commission has launched an anti-dumping sunset review on cold-rolled steel coils and sheets imported from Taiwan, the European Union, South Korea, and Vietnam, according to an announcement published on August 31, 2026. The investigation was initiated following an August 19 announcement by the National Tariff Commission and follows a June petition filed by local steel manufacturers Aisha Steel Mills Limited and International Steels Limited. The review covers trade data spanning from April 1, 2023, to March 31, 2026.
The products subject to the anti-dumping review include prime and secondary, unclad and uncoated cold-rolled flat-rolled products of iron or non-alloy steel. Specifically, the review covers material measuring between 0.15 millimeters to 3.00 millimeters in thickness and up to 1,250 millimeters in width, supplied in coils or sheets. The scope excludes certain automotive outer skin grades and Tin Mill Black Plate products.
Sunset reviews in anti-dumping investigations are conducted to determine whether the cessation of anti-dumping measures would result in continued or recurrent dumping and injury to domestic industries. This action reflects Pakistan's ongoing efforts to protect its domestic steel sector from potentially underpriced imports, particularly as cold-rolled steel coils and sheets represent critical intermediate products for numerous downstream applications including automotive, appliance, and construction sectors. The involvement of multiple exporting jurisdictions—Taiwan, EU member states, South Korea, and Vietnam—underscores the competitive pressures facing Pakistan's domestic steel producers in the cold-rolled segment.
