Europe's critical dependence on China for rare earth magnets is driving renewed attention to alternative suppliers and domestic manufacturing capabilities. According to the European Commission's RESourceEU plan launched in December 2025, China supplied more than 90 percent of the EU's rare earth magnets, components essential for the efficient operation of motors and generators in vehicles and renewable energy infrastructure. The concentration of supply in a single country has demonstrated significant vulnerability, as evidenced by disruptions that occurred following China's April 2025 export controls, which forced automakers across Europe, the United States and other regions to temporarily reduce or suspend production.
A May 2026 study by the European Union Institute for Security Studies reinforced concerns about supply chain concentration, finding that China controls more than 90 percent of global rare earth refining capacity and 94 percent of rare earth magnet output. The study highlighted a critical manufacturing gap: planned magnet production in geographically diversified regions is expected to represent only about one-third of mined supply by 2035, according to the International Energy Agency's 2026 outlook. This imbalance underscores why downstream processing facilities are as important as raw material extraction in building resilient supply chains.
Evolution Metals & Technologies Corp. (NASDAQ: EMAT), a U.S.-owned manufacturer, is positioning itself to address this gap. The company operates magnet manufacturing facilities in Pohang, South Korea and has begun securing raw materials from non-Chinese sources. In July 2026, Evolution Metals received an initial five metric tons of neodymium-praseodymium metal from SRE Vietnam through an agreement with Senri Trading, establishing an alternative feedstock source outside China's supply chain.
The company has achieved commercial-scale production of high-performance sintered magnets, earning customer quality certification in June 2026 with two global Tier-1 electronics manufacturers across six product grades, including variants designed for high-temperature applications. Evolution Metals is now undertaking significant capacity expansion at its Pohang facility, with 13 additional ULVAC production machines scheduled for delivery and installation in November 2026. Management expects this expansion to increase annual manufacturing capacity from approximately 1,000 to 10,000 metric tons, with about 6,000 tons dedicated to high-performance sintered magnets.
The European Commission's RESourceEU plan calls for financing critical raw materials projects in Europe and partner countries alongside closer industrial cooperation, reflecting wider Western recognition of supply chain vulnerability. A September 20 Guardian report highlighted renewed European concern over rare earth supplies ahead of discussions between the United States and China, though trade negotiations alone may not provide the long-term security alternative suppliers offer. Evolution Metals has provided initial revenue guidance of 400 million to 460 million dollars for fiscal year 2027.
