Northern Graphite Corporation has announced that the restart of its Lac des Iles graphite mine in Quebec has been delayed beyond the originally targeted third quarter of 2026 due to a combination of regulatory, financial and market-related challenges. While the company received authorization from the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) on July 9, 2026 to begin mining activities associated with a planned pit expansion, the operation faces significant obstacles to resuming production. The most pressing issue stems from a mining lease suspension notice received on August 10, 2026 from the Ministère des Ressources naturelles et des Forêts (MRNF).
The suspension relates to an outstanding payment for an increased financial guarantee required for site restoration upon completion of mining activities. According to the company, the MRNF requested an increase in the financial guarantee from approximately 8.2 million dollars to approximately 10.1 million dollars, following approval of an updated restoration plan in November 2025. The additional requirement of approximately 1.8 million dollars was to be paid in installments, with 0.9 million dollars due by February 28, 2026, followed by 0.45 million dollars in each of November 2026 and November 2027.
Northern Graphite disagrees with the MRNF's interpretation of the applicable payment deadlines under Quebec's Mining Act and its regulations. The company contends that the final portion of the guarantee should not be payable until November 28, 2027 and maintains it is not in default. The MRNF already holds a surety bond of 8,232,941 dollars, which Northern believes covers the first two prescribed installments.
Northern has 30 days from August 10, 2026, with a deadline of September 9, 2026, to contest the MRNF's decision. The company intends to appeal before the Quebec Court, and the suspension of the mining lease will be stayed pending a final court determination. Accordingly, the mining lease will remain in effect until a final judgment is rendered.
Beyond the regulatory dispute, Northern Graphite faces significant financial constraints that further delay the restart. The extended shutdown of the Lac des Iles mine and mill, which was placed into temporary care and maintenance in November 2025, has depleted the company's financial resources. The company now requires sufficient working capital or other financing to support the restart.
Chief Executive Officer Hugues Jacquemin stated: "Receiving the authorization to expand the pit is an important milestone for LDI, but regulatory authorization alone is not sufficient to support a successful restart. The extended shutdown has depleted financial resources and we will need to secure sufficient working capital or financing while also having confidence that the market can absorb the level of production required to operate the new pit economically." Market conditions present an additional constraint on the restart timeline. Since November 2025, demand for natural graphite has not developed at the pace previously expected, despite ongoing geopolitical concerns and supply-chain issues.
Forecasts indicate a potential global graphite deficit by the end of the decade, yet the near-term market has not materialized as anticipated. The company states that a restart will be contingent on having adequate visibility into product demand. The pit expansion is designed to support production approaching the mine's nameplate capacity of 25,000 tonnes per year.
However, the higher strip ratio associated with the new mining area means that operating at materially lower production levels would not currently be economically viable. This economic constraint ties the restart directly to achieving sufficient market demand to justify operating at higher production rates. In response to these combined pressures, Northern Graphite plans to temporarily reduce its Lac des Iles workforce as it seeks to control costs and establish a viable path forward.
The extent and timing of workforce reductions remain subject to applicable consultation and notification processes. The amended Certificate of Authorization from MELCCFP allows Northern to expand the current pit to the west by 48,000 square meters, to mine down to the 209-metre elevation, and excavate up to 2.2 million tonnes of waste rock through April 9, 2027. The company is conducting additional kinetic studies to support authorization to mine beyond April 9, 2027 and to produce up to 44,000 tonnes of graphite flake over its three-year Phase I mining plan.
The pit expansion has the potential to add up to eight years to the mine life of North America's only graphite mining operation. The Lac des Iles mine and mill underwent maintenance and development work during the temporary care and maintenance period, including plant upgrades designed to support 24/7 operations and help achieve the nameplate capacity of 25,000 tonnes per year. Northern Graphite continues to pursue a timely resolution of the mining lease matter while assessing the financing and market conditions required to support a restart.
